Will the County allow me to pipe my roadside ditch?

The Public Works Department will consider this option, only after reviewing an engineered set of plans.  When you submit your Driveway Permit or Right-of-Way Encroachment Permit you must includes an engineered set of plans that include drainage plan and hydraulics analysis. This must include a means of collection and discharge of water.
